Experience

Anjan is a dual-qualified (India and England & Wales) senior lawyer specialising in infrastructure and energy – project development, finance, public-private partnerships, government contracts, and public procurement. He represents clients in every aspect of development, financing, construction, operation, M&A, and disputes of capital-intensive projects and facilities worldwide. He has over 25 years of experience advising international and domestic banks, funds and financial institutions, multilateral agencies, sponsors, developers, investors, and governments. He is currently advising on some of Asia’s largest and most complex infrastructure and energy projects. His projects include roads and highways, sea links, ports, airports, power plants (conventional, solar, wind, hydro, and hybrid), waste management facilities, metro and rail networks, smart cities, special economic zones, oil and gas facilities, social and healthcare infrastructure such as hospitals and diagnostic facilities, agribusiness, educational institutions, telecommunications networks and facilities, battery storage and charging infrastructure and other infrastructure assets. Anjan is also currently advising on transactions concerning Energy Transition, including Corporate Decarbonization, Green Hydrogen, and Carbon Credits. 

He has considerable international experience, having trained, and worked with distinguished international legal firms, Norton Rose Fulbright (Toronto office) and Herbert Smith Freehills (London office). He has also worked with Trilegal and HSA Advocates in Mumbai and The Centre of Innovation Law and Policy at the University of Toronto, Canada.

Anjan regularly writes and speaks on topics relating to energy and infrastructure, restructuring and insolvency, banking and finance, project finance, and PPPs in India. Anjan has a strong academic background and is a recipient of a number of awards and scholarships for excellence in the study of law. He has a keen interest in teaching and has been a visiting faculty member in various law schools in India and overseas.

Key Assignments

Pune Metro Line 3 (PPP):
Advised Siemens Project Ventures GmbH and TRIL Urban Transport (Tata Group) on the bid and development of India’s first metro project under the New Metro Rail Policy 2017—a 23.3 km elevated PPP corridor with 23 stations, including Pune’s first double-decker flyover.

Noida International Airport (Jewar):
Advised Zurich Airport International AG on its successful bid and ongoing development of one of India’s largest greenfield airports under a DBFOT PPP model.

Government of Maharashtra – Airports, Metro & EVs:
Advising the Government of Maharashtra through:
CIDCO on the Navi Mumbai International Airport, among the world’s largest greenfield airport projects
MMRDA on Mumbai metro and mono rail projects, including Mumbai’s first PPP metro
BEST (MCGM) on one of India’s largest electric bus procurement and charging infrastructure projects
NIIF – Highway Acquisition:
Advised National Investment and Infrastructure Fund on the 100% acquisition of SP Jammu Udhampur Highway Limited from the Shapoorji Pallonji Group under the NIIF Master Fund.

Ports & Shipping:
Advised Terminal Investment Limited (MSC Group) on the acquisition of a 49% stake in Adani Ennore Container Terminal from Adani Ports & SEZ.

Energy Transition – Green Ammonia:
Advised ReNew Energy Global plc (NASDAQ: RNW) on its strategic collaboration with JERA (Japan) to evaluate a large-scale green ammonia project in Odisha using ~500 MW of renewable energy.
