Anjan is a dual-qualified (India and England & Wales) senior lawyer specialising in infrastructure and energy, with a core focus on project development and finance, public-private partnerships (PPPs), government contracts, and public procurement. He advises clients across the entire lifecycle of capital-intensive projects—from development and financing to construction, operations, M&A, and disputes.
With over 24 years of experience, Anjan regularly advises international and domestic banks, financial institutions, funds, multilateral agencies, sponsors, developers, investors, and governments. He is currently advising on some of Asia’s largest and most complex infrastructure and energy projects.
His experience spans roads and highways, sea links, ports, airports, power projects (conventional, solar, wind, hydro, and hybrid), waste management facilities, metro and rail networks, smart cities, special economic zones, oil and gas facilities, healthcare and social infrastructure, agribusiness, educational institutions, telecommunications networks, battery storage and EV charging infrastructure, and other major infrastructure assets. Anjan is also actively advising on energy transition mandates, including corporate decarbonisation, green hydrogen, and carbon credits.
Anjan has extensive international experience, having trained and worked with leading global law firms including Norton Rose Fulbright (Toronto) and Herbert Smith Freehills (London). He has also worked with Trilegal and HSA Advocates in Mumbai, as well as with the Centre for Innovation Law and Policy, University of Toronto
Anjan regularly writes and speaks on energy and infrastructure, banking and finance, project finance, PPPs, and restructuring and insolvency. He has a strong academic background and is a recipient of multiple awards and scholarships for excellence in law. He has a keen interest in teaching and has served as a visiting faculty member at leading law schools in India and overseas.

Pune Metro Line 3 (PPP):
Advised Siemens Project Ventures GmbH and TRIL Urban Transport (Tata Group) on the bid and development of India’s first metro project under the New Metro Rail Policy 2017—a 23.3 km elevated PPP corridor with 23 stations, including Pune’s first double-decker flyover.
Noida International Airport (Jewar):
Advised Zurich Airport International AG on its successful bid and ongoing development of one of India’s largest greenfield airports under a DBFOT PPP model.

Advising the Government of Maharashtra through:
• CIDCO on the Navi Mumbai International Airport, among the world’s largest greenfield airport projects

NIIF – Highway Acquisition:
Advised National Investment and Infrastructure Fund on the 100% acquisition of SP Jammu Udhampur Highway Limited from the Shapoorji Pallonji Group under the NIIF Master Fund.
Ports & Shipping:
Advised Terminal Investment Limited (MSC Group) on the acquisition of a 49% stake in Adani Ennore Container Terminal from Adani Ports & SEZ.
Energy Transition – Green Ammonia:
Advised ReNew Energy Global plc (NASDAQ: RNW) on its strategic collaboration with JERA (Japan) to evaluate a large-scale green ammonia project in Odisha using ~500 MW of renewable energy.
